Saudi Arabia: A New Era in International Real Estate Investment.

Saudi Arabia announced a new system in June 2025 to expand property acquisition by foreigners; the regulation entered into force on 22 January 2026. As of June 2026, Geographic Zones have been clarified, setting out where foreigners may acquire property and under which ownership ratios and rights. In Makkah and Madinah, special provisions apply so that ownership rights for foreign natural persons are available only to Muslims.

Is Bayt Al Maqam a real-estate marketing company?

Bayt Al Maqam is not a platform that only markets real estate. It participates as developer, investor or project partner on selected projects in REGA-approved Geographic Zones in Makkah, and it sells the projects in which it is a partner.

In which cities does Bayt Al Maqam operate?

In this first phase the platform operates only in Makkah. Current focus is project partnerships in REGA-approved geographic zones in Makkah.

Is shared ownership available?

Shared ownership may be available on eligible projects in REGA-approved geographic zones in Makkah. Share ratios, usage rights, costs, rental income and transfer terms are set out in the contract.

Can I rent out the property I purchase?

Rental is possible where the property’s licence, project management plan and regulations allow it. Eligible properties can be included in the 7 Days Residence Club Mecca rental programme.

Is rental income guaranteed?

No. Rental income, appreciation and occupancy are not guaranteed. Outcomes depend on market conditions, season, location, the property’s characteristics and actual bookings.
